Resolved Question: First Army moving to Rock Island, IL?

I live about an hour from the Quad Cities and heard last year First Army (I think thats what I recall) was going to be moving its operations to the Rock Island Arsenal through BRAC. Is that still being planned and what will its new mission focus be after the move?
